standards Proposed Draft Department of Energy Handbook, Explosives Safety Handbook This DOE Explosives Safety Handbook is new. This Handbook contains DOE-developed explanatory material in support of the Explosives Safety Standard DOE-STD- 1212, including explosives safety requirements referenced in the Code of Federal Regulations (CFR) in 10 CFR 851 , Worker Safety and Health Program. DOE-HDBK-3029 provides criteria and guidance for an acceptable approach to meet DOESTD-1212 requirements for an Explosives Safety Program (ESP). It provides the basic explosives safety technical requirements for operations and activities involving explosives, explosives assemblies, pyrotechnics and propellants, and assemblies containing these materials; and to the safe management of such operations. The handbook also includes all DOE Explosives Safety Committee (ESC) approved proposals.

The update aims to increase the quality of DOELAP accreditation, but should only have a minor impact on current DOELAP programs through the streamlining of DOELAP requirements. It will have a major positive impact on new DOELAP programs because it will provide clear direction on DOELAP requirements.

standards RevCom: Project Justification Statement to Revise DOE-STD-1129-YR, Tritium Handling and Safe Storage This 5 year update of DOE- STD 1129 updates the material and guidance contained in DOE-STD-1129- 2015 to account for advances in tritium processing technology. It was originally developed to capture good design, processing, storage and transportation practices, and it highlighted problem areas to avoid. This update will also include recommended modeling techniques and parameter values for determination of the Nuclear Hazard Categorization of Tritium Facilities.

standards RevCom: Project Justification Statement (PJS) to Create DOE Standard, Implementing Release and Clearance of Property Requirements for use with DOE O 458.1, Radiation Protection of the Public and the Environment This PJS is revised from the November 23, 2020 posted PJS in response to comments received during the initial review in RevCom. One commenter non-concurred with the former PJS on the basis that the scope of the document is more appropriate for a Standard rather than a Handbook as defined in DOE O 252.1A, Technical Standards Program, Appendix A. AU accepts the comment and submits the revised PJS seeking concurrence to publish the revised Guide as a Standard. The intent is to produce a Standard that clarifies requirements and provides implementation guidance to support DOE’s diverse missions and ensure the continued protection of the public and the environment. Additionally, the Standard will incorporate a consolidated list of approved pre-approved authorized limits supporting DOE O 458.1 clearance of property requirements. AU is proposing to use established volumetric.

This Standard is a DOE-approved methodology for meeting the requirements in Title 10 of the Code of Federal Regulations (C.F.R.) Part 830, Nuclear Safety Management, Subpart B, Safety Basis Requirements.
standards Published: DOE-HDBK-1240-2021, Institutional Controls Implementation Handbook for Use with Use of Institutional Controls This Handbook provides information to assist Department of Energy (DOE) program and field offices in understanding what is necessary and acceptable for implementing the provisions of DOE Policy (P) 454.1, Use of Institutional Controls. It identifies issues that need to be addressed when considering the use of institutional controls to support DOE’s diverse missions. Neither this Handbook nor the Policy include requirements, rather the Policy establishes the Department’s commitment to using institutional controls effectively to meet requirements contained in other directives or regulations. For example, DOE P 454.1 helps ensure that institutional controls will be integrated into the DOE Order (O) 436.1, Departmental Sustainability, environmental management system (EMS) implementation framework to help protect the public and the environment.

standards Published: DOE-STD-5506-2021, Preparation of Safety Basis Documents for Transuranic (TRU) Waste Facilities This Standard provides analytical assumptions and methods, as well as hazard controls to be used when developing Safety Basis documents for transuranic (TRU) waste facilities in the U.S. Department of Energy (DOE) Complex. This Standard complements the safe harbor methods in Appendix A to Subpart B of 10 CFR Part 830 (Nuclear Safety Management). It also provides supplemental technical information that is specific to TRU waste operations, so Federal employees and contractors can formulate, implement, and maintain safety bases for TRU waste operations in a consistent manner that is compliant with 10 CFR Part 830, Subpart B, requirements. The information contained in this Standard is intended for use by all Department of Energy (DOE) and National Nuclear Security Administration (NNSA) sites and all contractors for DOE-owned or DOE-leased, Hazard Category 1, 2, or 3 nuclear facilities or nuclear operations that involve generation, handling, storage, and remediation of TRU waste. It may also be applied to these facilities having low-level waste. Supersedes DOE-STD-5506-2007, dated 4-4-2013.

standards Published: DOE-HDBK-1169-2022, Handbook for Use With DOE-STD-1269-2022 This handbook is a companion document to DOE-STD-1269-2022, Air Cleaning Systems in DOE Nuclear Facilities (referred to hereafter as “the Standard”). It identifies good practices drawn from operational experience at DOE components and commercial nuclear facilities, industry input, and the advice of technical experts that can be used to meet the Standard’s requirements and guidance. It also offers general technical advice on topics related to air cleaning systems needed for nuclear and worker safety. The handbook provides clarification of the rationale for some provisions in the Standard and cites references to assist all DOE components and their contractors in applying the Standard. With respect to the Standard’s requirement statements, the handbook should be viewed as an implementation aid, not as an interpretation of the requirements.
