standards RevCom: PJS to revise DOE-STD-1149-20XX, Safety and Health Program for DOE Construction Projects This Standard provides a framework for a construction safety program for use on DOE construction projects that will comply with the requirements of title 10, Code of Federal Regulations, part 851, Worker Safety and Health Program (10 CFR 851). The proposed revisions will incorporate feedback on construction safety that EHSS-11 has received from the DOE Enterprise. These changes are likely to focus on updating programmatic details (e.g., definitions, roles, and responsibilities, flow-down of requirements, oversight) as well as technical content (e.g. silica exposure control, activity hazard analysis, prevention through design). Additional changes will be proposed by the writing team based on experience with the current version of the standard and feedback from the DOE complex.
standards RevCom: PJS to Revise DOE-HDBK-1101-20XX, Process Safety Management for Highly Hazardous Chemicals The original handbook was developed to serve as a resource for information on highly hazardous chemical process safety across the DOE Complex. The handbook will support implementation of applicable regulations, nationally recognized consensus codes/standards, and industry best practices in accordance with 10 Code of Federal Regulations (CFR) Part 851, Worker Safety and Health Program. A new, non-mandatory DOE Standard, DOE-STD-1239-20XX, Chemical Safety Management Program, will also be referenced.
standards New: DOE-STD-8003-2023, Worker Safety and Health Program Functional Area Qualification Standard The DOE Order (O) 426.1, Federal Technical Capabilities, requires FAQS to be developed in specific areas as a tool to assist DOE Program and Field Offices/Sites with implementation of their organization-specific TQP. The WSH FAQS establishes common performance competencies for all DOE personnel who perform WSH duties and responsibilities. For ease of transportability of qualifications between DOE elements, Program and Field Offices/Sites must use this FAQS without modification or addition to the performance competency knowledge requirements.

Much of the PRA guidance produced by ANS and the IAEA has been revised since the standard was published in 2013. This Standard complements the safe harbor methods in Appendix A to Subpart B of 10 CFR Part 830 (Nuclear Safety Management). It also provides supplemental technical information that is specific to TRU waste operations, so Federal employees and contractors can formulate, implement, and maintain safety bases for TRU waste operations in a consistent manner that is compliant with 10 CFR Part 830, Subpart B, requirements. The information contained in this Standard is intended for use by all Department of Energy (DOE) and National Nuclear Security Administration (NNSA) sites and all contractors for DOE-owned or DOE-leased, Hazard Category 1, 2, or 3 nuclear facilities or nuclear operations that involve generation, handling, storage, and remediation of TRU waste. One commenter non-concurred with the former PJS on the basis that the scope of the document is more appropriate for a Standard rather than a Handbook as defined in DOE O 252.1A, Technical Standards Program, Appendix A. AU accepts the comment and submits the revised PJS seeking concurrence to publish the revised Guide as a Standard. The intent is to produce a Standard that clarifies requirements and provides implementation guidance to support DOE’s diverse missions and ensure the continued protection of the public and the environment. Additionally, the Standard will incorporate a consolidated list of approved pre-approved authorized limits supporting DOE O 458.1 clearance of property requirements. It was originally developed to capture good design, processing, storage and transportation practices, and it highlighted problem areas to avoid. This update will also include recommended modeling techniques and parameter values for determination of the Nuclear Hazard Categorization of Tritium Facilities.
