DOE O 458.1 invokes the Standard to provide DCS values for liquid effluents in comparison to established criteria for determining if Best Available Technology (BAT) evaluation processes is required if the DCS values are exceeded. Part 830. The general requirements for operation-specific HARs are those contained in DOE-STD-3009, “Preparation of Nonreactor Nuclear Facility Documented Safety Analysis,” or successor directives. These general requirements are more fully developed in this Standard in order to account for issues unique to NEOs and interface issues with the facility or special operations (e.g., transportation).

standards RevCom: New PJS to Revise DOE-STD-1628-20XX, Development of Probabilistic Risk Assessments for Nuclear Safety Applications The revision to the Standard will incorporate changes to referenced PRA methodology as well as DOE site feedback received on lessons learned from implementation and use of this Standard since the 2013 version. Much of the PRA guidance produced by ANS and the IAEA has been revised since the standard was published in 2013. This revision will update references throughout the standard to the current versions, ensuring that DOE facilities that employ PRA are using the most up-to-date methodologies. Additionally, the revision will provide clarification on the recommended uses of PRA, its ties to DOE-STD-3009-2014, its interfaces with DOE-STD-1189-2016, and configuration management of the PRA through the USQ process where it is a component of the DSA.

The suggested changes listed below are based on a “Listening Tour” of subject matter experts throughout the complex with experience in applying the Standard to determinations and implementation of major modifications.

This update will address the design, performance, safety, and reliability of the Remotely Operated Weapons System (ROWS) within the Department and help communicate a common set of requirements to vendors of these systems. The updated standard will also: • Make language consistent with current weapons systems, procedures, and eliminate dated terms and definitions. • Define expectations of obtaining and using weapons systems by DOE/NNSA.
standards New: DOE-STD-8003-2023, Worker Safety and Health Program Functional Area Qualification Standard The DOE Order (O) 426.1, Federal Technical Capabilities, requires FAQS to be developed in specific areas as a tool to assist DOE Program and Field Offices/Sites with implementation of their organization-specific TQP. The WSH FAQS establishes common performance competencies for all DOE personnel who perform WSH duties and responsibilities. For ease of transportability of qualifications between DOE elements, Program and Field Offices/Sites must use this FAQS without modification or addition to the performance competency knowledge requirements.
