DOE-STD-1063-97, Establishing and Maintaining a Facility Representative Program at DOE Facilities
This standard defines the duties, responsibilities and qualifications for DOE Facility Representatives, based on facility hazard classification; risks to workers, the public, and the environment; and the operational activity level. This standard provides the guidance necessary to ensure that DOE facilities have sufficient staffing of technically-qualified Facility Representatives to provide day-to-day oversight of contractor operations. The information contained in this standard, as well as any additional facility-specific requirements, should be incorporated into site-specific implementation procedures for DOE Facility Representatives.
