DOE-HDBK-XXXX-YR, DOE-HDBK-XXXX-YR, Proposal to Develop Operations Security Program (OPSEC) Handbook

A DOE Operations Security (OPSEC} Program is required by National Security Decision Directive 298 (NSDD 298), National Operations Security Program, and DOE Order 471.6, Information Security. The NSDD 298 requires Heads of Executive Departments to establish organizational OPSEC programs and issue, as appropriate, OPSEC policies, procedures and planning guidance. The program must be implemented covering each site and facility to ensure the protection of Critical Information (Cl) and to enhance mission effectiveness and protection of operations and activities. This Handbook will provide implementing guidance which may be used when developing and implementing an OPSEC Program within the Department.
