The new DOE Technical Standard will carry forward the nuclear material packaging (NMP) requirements detailed in the Directive DOE M 441.1-1, Nuclear Material Packaging. The requirements contained in the Manual provide a high level of assurance that personnel handling nuclear material in temporary storage containers will be protected.

The new proposed Handbook (HDBK) XXXX-XX, Biokinetic and Dosimetric Models Used in DOE-STD-1196-2022, (202X) will complement DOE-STD-1196-2022, Derived Concentration Technical Standard, December 2022, (DCS from hereon) with the main purpose to present and document the biokinetic and dosimetric models (e.g., Respiratory tract, Alimentary tract) used to calculate the dose coefficients and derived concentration values tabulated within the DCS.

The purpose of this Technical Standard is to define requirements and guidance for preparing HARs for NEOs in accordance with 10 C.F.R. Part 830. The general requirements for operation-specific HARs are those contained in DOE-STD-3009, “Preparation of Nonreactor Nuclear Facility Documented Safety Analysis,” or successor directives. These general requirements are more fully developed in this Standard in order to account for issues unique to NEOs and interface issues with the facility or special operations (e.g., transportation).

This handbook serves as a laser safety resource for use across DOE when evaluating existing and planned laser safety programs and when developing or revising a laser safety programs.

This FAQS establishes a common set of performance competencies to ensure designated personnel have the technical competency to perform the duties and responsibilities of an environmental protection oversight professional (EPOP). The content of this FAQS should be referenced and used, as appropriate, to develop vacancy announcements, interview questions, and other criteria associated with the recruitment, selection, and internal placement of personnel assigned to this FAQS.

The revision to the Standard will incorporate changes to referenced PRA methodology as well as DOE site feedback received on lessons learned from implementation and use of this Standard since the 2013 version. Much of the PRA guidance produced by ANS and the IAEA has been revised since the standard was published in 2013. This revision will update references throughout the standard to the current versions, ensuring that DOE facilities that employ PRA are using the most up-to-date methodologies. Additionally, the revision will provide clarification on the recommended uses of PRA, its ties to DOE-STD-3009-2014, its interfaces with DOE-STD-1189-2016, and configuration management of the PRA through the USQ process where it is a component of the DSA.

The DOE Order (O) 426.1, Federal Technical Capabilities, requires FAQS to be developed in specific areas as a tool to assist DOE Program and Field Offices/Sites with implementation of their organization-specific TQP. The WSH FAQS establishes common performance competencies for all DOE personnel who perform WSH duties and responsibilities. For ease of transportability of qualifications between DOE elements, Program and Field Offices/Sites must use this FAQS without modification or addition to the performance competency knowledge requirements.
